While-list mechanism for splay controller

Add a white list mechanism on Splay libraries so that a
controller can instruct a splayd which IP addresses are ok to use and no
other.
This is particularly interesting to allow un-restricted access to PlanetLab deployments to students or visitors: they can not do a DDOS to a third-party web site.
