Apply nohttp check per-project rather than at root

Unfortunately spring-io/nohttp#60 is causing problems with our Antora migration due to the number of node files created by the Antora Gradle plugin. If we switch so that nohttp checks are performed on each project rather than the root then the memory consumption should be greatly reduced.
