Describe the bug
All of the users have been assigned to a user group. None of the CAP's refer to a user group. One of the CAPs refers to a specific directory role, whereas the rest refer to all user with exclusions. Despite this the compliance status showed compliant.

Azure CaC version
v2.1.2 in 163gccspm

To Reproduce
Steps to reproduce the behavior:

  1. Go to 163gccspm
  2. Review existing CAP's/ remove any that refer to a user group
  3. See that none of the CAP's are referring to a user group
  4. See error in workbook- show's as compliant

Expected behavior
The department is flagged as non-compliant if none of the Conditional Access Policies refer to a user group.
