Update note in "Assigning a policy : assign" in User Guide

While the note provided covers one case of the issue(in the second picture), I noticed a separate issue. If you have already clicked on the person before entering the command, then clicking/double-clicking does not make the policy show up. In this case, clicking on another person made the policy show up. You may consider adding this to the note in the User Guide.
