Deploy service to ECS #16

Likely want to deploy a mu cluster and then come up with a taskdef for the cfn-nag-service

This taskdef will need to serve as the basis for an AWS Marketplace "container product".

Given we've got a release pipeline at this point... likely want to add e2e tests to hit the service in the mu cluster - at least a smoke test
