Add ERC20 Permit to Wrapped IP token

Context of this change

For devnet we fork WETH to wrap $IP token. But for better UX we $IP should allow permit.

Problem we’re facing (that this change will solve)

$wIP token currently doe snot support ERC20 Permit.
