Context of this change

Royalty policies should not change as that could rug the derivatives

Problem we’re facing (that this change will solve)

For example, if parent ip is tagged so are the derivatives - if dispute policy is not immutable this adds risk to derivatives. Especially true when we add IPA staking in which there is direct slash of the staked capital.
