Provider will enable to deploy stacks created by Pulumi to Docker Swarm via Swarmpit API.

Should be inspired by K8s provider and written in Go lang (or in anything else when multi language support is resolved in Pulumi pulumi/pulumi#2430). Go lang is still preferred, because of Terraform provider should be written in Go as well.
