Implement custom popup message window

The Scintilla popup used for calltips or hover messages is very limited:

• cannot be scrolled
• supports only plain text and no markup
• doesn't support links

Presumably this includes per server mapping/clipping of output to display so as to not generate popups the same size as the Geany window and to handle the fact that the useful part is in differing locations in the return?

Well, at least it means scrollable content so even if the content is huge, only a fixed portion of it would be displayed and you could still get to what's at the bottom.
