** Notes on ADMM decoder based simulations:
First need to compile projection.cpp written in C.
On Windows:
1. Install GnuWin32 to get the `make' command working.
If g++ compiler is MinGW, make sure MinGW64 is used for Python 64-bit version.
And 32 for Python 32. Otherwise python will raise "OSError: [WinError 193] %1 is not a valid Win32 application" when doing dlopen through ctypes.cdll.LoadLibrary.
