Time moved on and we need to update some things in the CI.

Github is shutting down ubuntu 20.04 runners, so we need to switch to 22.04. We need to take care to not use python 3.12 cos medusa does not support that.

We also run against C* 3.11.11, but there’s about 6 minor versions since then. We should probably bump other targets too.
