Add result-based qualifications
Add rankings-based qualifications
- What to do with users without results in ranking-based qualification?
Add new WCAT qualifications
- Require WCA ID
- Transferrable blind qualifications

Specific cases:

PR's not found for competitor
- is this what happens in the case of no WCA ID?

Just need to finish frontend elements and then this is done
