Perform dependency update

At some point we'll need to do another dependency update. This will involve bumping Python and the various packages.

Note that updating arcgis can be a little tricky, since it's generally recommended to use this with Anaconda. However, we've been following the instructions for installing with minimum dependencies. This documentation has been spotty in the past, but that may have changed.
