Clicking on a tooltip in a mobile web browser causes the page to jump to the top.

Reproduction Steps:

Go to a web page that has a tooltip on a mobile web browser, example
Click the tooltip

Tested on Pixel 3XL Android Version 10 using both Firefox and Chrome.
