Create a JSON Schema for the map files

It could be beneficial to convert (or expand on) the Markdown-based documentation with a JSON Schema. Doing so would allow for a GitHub action to validate all JSON files before merging branches, and would provide definitive documentation of the file format (but not necessarily how to interpret that format).
