今気づいたんですが、GitHub CLIで生成されるリリースノート（Generate release notesボタンで作られるものと同じ）はPR単位なので #2542 もついでにcloseできますね |

goreleaser関連の設定を削除し、リリースノートはGitHub CLIで作成するようにしました。タグ名を取得するためだけにcheckoutするのは無駄だと思ったので
${{ github.ref_name }}を使っています。ユーザー向けのアナウンスは別で書きます。
