Upgrade sourceforge site #2525

Sourceforge has moved to a new platform and they are encouraging projects to upgrade.

I have looked through the list of features that they don't support and we don't seem to need any of these.

PS: I wonder if being on the old SF has anything to do with the very slow response on the wiki.
