Move our dokuwiki wiki over to github wiki #2670

Plus

A more reliable wiki (sourceforge has been getting a bit slow)
Don't need to maintain our dokuwiki instance on SF
We can permanently redirect users to the RTD docs and wiki

Minus

Migration effort converting docuwiki syntax into (See https://github.com/hoxu/dokuwiki2git for a way to migrate all history to git)
Learning a new syntax (mitigated by trying to use .rst)
Need to create a number of URL redirects
