Group selection not shown to instructor when 'Anybobody can submit without authenticating' is set

If the instructor goes to the submit view and the group is not set as a parameter, the instructor should always see the group selection view. This does not happen if 'Anybobody can submit without authenticating' is selected in exercise settings.
