ci: Test against Windows, Go 1.21, 1.22 #407

Upgrade to Go 1.21, 1.22 since those are the two latest versions.

Plus since Fx supports Windows and has tests against it,
do the same in Dig.

One of the tests required line endings to be normalized to pass.
