Server RPM install fails when upgrading #284

Seen on the CUH server. Installing a new version of the server with dnf install camcops-server-2.4.15-2.noarch.rpm fails. It looks like the setup scripts from the two versions are getting muddled up. Workaround is to remove the old version first.
