Allow sub profiles/modules/themes to disable style plugins from the Block Style Plugins module #53

It would be nice to provide some default style plugins for items like the Focal Link and Hero Banner. However, it should be easy for these to be disabled by other modules or themes. As well, this is important if a base theme adds a plugin that a subtheme wants to override.

A quick workaround would be to have a single module in the base profile that provided the default style plugins. If the subprofile didn't want them then it would disable this module. This isn't ideal though in case they want to use some but not all.
