DEADLINE: APRIL 30th

This should be relatively straightforward.
Try to model the look/functionality after Melissa's Figma design, it's great and simple. (Even if you end up finding the old code in our repository and it looks slightly different)

Only have the modal/popup show itself the first time a user visits the main page on their browser.
