Heuristic: Add explanation about what a program is

We have "data", we apply the data to our application, which puts it in a state. We then change the data, which changes the state of our application.

Most programming is just changing data, and then doing something with it. Think about the data first.
Presenting the data is about making the current data visible so that next actions (how it can be changed) is accessible.
It is about giving the user meaningful, safe, and contextually aware choices.
