What would you like to be added

Many of Uno packages now depend on latest version of Microsoft.Windows.SDK.BuildTools, which is however still unsupported by Microsoft Store/Partner Center. In case nothing prevents us from downgrading, it would probably be better for our users, who can always explicitly update build tools manually if need be.

Note that end user overriding via WinAppSdkBuildToolsVersion prop is not enough, as some of our dependencies also directly depend on the package - e.g. Hot Design, Extensions, etc.

We have a version of that package set in the uno.sdk, this may be the one to change first.

Can confirm this is a blocker for us to be able to release to the Windows App Store if we are to move to using the Uno.Sdk single project approach.
