DevEx: %neo should nuke itself on some protocol changes

Some changes in the /pro folder will require you to |nuke %neo, others won't. It's easy to forget when you'd made one of these qualifying changes, so if %neo can't continue in its current state it should do the equivalent of |nukeing and |reviveing itself, with a prompt asking the developer's permission before doing so.
