[Bug]: Upload Validation Error - Picklist Value not recognized

Why is this issue important?

Validation error is generating when a valid picklist item is submitted. This was reported by a user and is preventing them from submitting their workbook this quarter.

Current State

Note - I have not tested with other EC Codes but imagine this could be related to any EC Code sheet that uses the Capital Expenditure Type picklist.

Steps to reproduce:

• create a new upload workbook and select EC Code 2.2
• complete the project tab and for column AE (Capital Expenditure Type), select "Parks, green spaces, recreational facilities, sidewalks"
• Submit workbook
• You will receive an upload error that you have not submitted a correct picklist value

Not every picklist value generates an error, others that do result in an error "Childcare, daycare, and early learning facilities" as well as "Affordable housing supportive housing or recovery housing"

I've taken a look in the workbook Dropdowns tab and nothing seems unusual or changed there.

Expected State

If you select a picklist value from the dropdown, you should not receive a validation error
