Why is this issue important?

Customers can not log out if they zoom to 200x+ without scrolling horizontally.

Reflow (Level AA)

Current State

When user visits ARPA Reporter and zooming the page to 200x - the page needs to be scrolled horizontally to see the logout element.

Expected State

The page should reflow so all elements are visible without having to scroll horizontally
