When you hold the Skip Backward / Skip Forward keys (left/right arrow keys), the player keeps stepping backward/forward as per the keyboard repeat rate, but the playhead stops moving after the first few frames. When the keys are released, the playhead jumps to the correct position.
When using the JKL shortcuts for the same, the playhead moves normally (e.g. hold K then hold either J or L, the playhead moves smoothly).
Reproducible with Screen 1.1.6 on both Mac OS High Sierra and Mojave.

The hold K while holding J or L thing actually initiates slow reverse or forward playback. The forward and back keys are guaranteed to step one frame per press.
I checked, and it only happens when you have your keyboard repeat rate at its highest setting. I've had it there for so long that I forgot it might be related. I guess you can call me a keyboard power user.
