[Azure] we cannot use External File Storage even we set azure_account_name parameter.

Issue

We cannot config External Blob when I try to install PCF 2.0 using v0.23.1 for Azure
( it looks not related version )
File Storage is not applied even I added azure_account_name: in parameter file.

Expected result

ERT for Azure should be configured using azure_account_name:.
We need not use Internal Storage Account.

Current result

Storage Account itself is created in the pipeline, but it looks there is no configuration to apply the Storage Account as External File Storage for Azure.
