@linuxdan there's been no answer to the question I asked in the original issue:

What do you expect should happen? Should it remove the duplicate entry and update the first one? or last one?

What is your take on it?

Either would work as sysctl does not appear to be order dependent

Another option is to fail/warn and/or provide a cleanup_duplicates parameter
