Deprecate winlogbeat less than 5

I will be sending you a MR eventually to do the same. I think you should release a 1.0.0 soon as the last release to support puppet 3 and beat less than 5 and then cut a 2.0.0 after this.

@edestecd my primary employer (not Skynet-Solutions) isn't using puppet to manage Windows servers anymore like we were when I first released this module. I'm migrating our Linux stuff to Docker and the Windows servers are now being maintained by admins who don't utilize source control or config management. As such I don't really have a way to use this on more than a couple servers so I'm thinking of seeing if it should be transferred to https://github.com/voxpupuli.

Changing description to remove deprecation of puppet 3 since that's already expressed in the metadata as a minimum version of 5.5.8.
