Create a dockerfile containing instructions to build a latest PostgreSQL db with tables available at SISVAN.
Create a script in any language (preferably one that can handle files as streams, so it can process the 10GB csv) to populate the database.
Document any adaptations to data during the stage of transformation and loading steps.
Do not change data unless it is extremely necessary.
