When a user agent obtains a manifest it SHOULD provide the option to switch the display to publication mode.
Can a user agent switch to publication mode without permission?
Does that permission apply only to that particular publication? Does that permission last forever?
Can a user revoke this permission?
If the user does not grant permission, does that mean that the user agent is forbidden from providing any affordance or feature described in the specification?
Note that this is another way we are introducing state. A user agent will have to remember this, and the same URL will function differently depending on whether this permission has been granted.

Fair question, and I don't really have an answer... But let us note that the whole section on affordances is very unbaked, and the idea was to completely revisit it when the UCR document has been refreshed. Probably that is one of the important jobs to do after the vacations...

IMO, they are all product questions not spec questions. Each of those
items that you asked about would be consider an implementation decision of
a given UA about how they choose to offer publication mode (should they
choose to even offer it). We MUST NOT mandate anything about such aspects
of a UA.
