I can see the use of it, you cannot expect everyone to be constantly on IRC. Would require keeping track of at least

Part
Quit
Message (per channel basis?)
Whois idle time?
Nick changes? (how to avoid false positives)

Fetching information would show last activity, but also the last message if that activity was not a message.

Do we also want to keep track of the different nicks somebody has used? Would it be relevant for this plugin...
