currently, VCD get send to the active VCDrom panel of active tab group.
we need to continue searching VCDdrom panels in this order:

  1. active panel in active tab group
  2. active panel in inactive tab group
  3. inactive panel in active tab groups
  4. inactive panel in inactive tab groups
