The API is primarily a pass-through, particularly for observation data. The raw product clearly states overcast, but the upstream source sent an empty array for the property "cloudLayers" (as seen above). I'm not certain why the source failed to process the property correctly from the raw source, but the API doesn't process the raw product directly.
