Consider falling back to second observation or forecast data when first observation reaches a certain age #2093

Description

Infrequently, observations can become stale by several hours. In that case, showing the most recent observation is no longer valuable. It might be more useful to either fallback to the second station or switch to displaying the forecast data for the most recent hour when the first observation is old.
