If I understand correctly, wsrv.nl blocks domains using two strategies:

OpenDNS domain tagging: The hostname of the origin is unresolvable (DNS) or blocked by policy. #380 (comment)
Explicit blocking, e.g.: The hostname of the origin is unresolvable (DNS) or blocked by policy #287 (comment)

The only way to determine if a domain is explicitly blocked seems to be searching issues by hand, which is inconvenient.

Is there a list, which can be easily accessed just like https://wsrv.nl/ips.txt, of explicitly blocked domains?

That would be a large wall of shame. I'll investigate if we can maybe modify the error shown.
