Internationalization is not working because of hardcoded strings

Description:
Some strings remain untranslated because they are hardcoded.
In the left hand side tabs, there are three keywords, "Configure", "Main", "Tools" that remain untranslated.
Below are few locations where the issue is seen
WSO2AM carbon portal -> Main -> [OIDC Scopes]
WSO2AM carbon portal -> Configure -> Datasources->Add datasource-> [test Connection]
WSO2AM carbon portal -> Configure -> Multitenancy -> Add new Tenant -> [save]
WSO2AM carbon portal ->tools-> Event Simulator-> [Send, Clear, upload, switch to upload file for simulation, Configuration Name, Data Source Type, Data Source Name, Table Name, Delay between events in milliseconds, switch to configure database for simulation ]

Wso2am carbon portal version 3.2.0

Steps to reproduce:
Introduce a Resource_(language-code).properties file for required language by translating the default Resource.properties (English) file and then deploy WSO2AM Carbon Portal.
Login to carbon portal @ https://<ip_address>:9443/carbon
Username: admin
Password: admin
