Hi,
The Interspeech21 model contains a directory called "con".
This is not allowed on Windows operating systems.
So it is not possible to fully extract this and use this model.
Here is a statement directly from the Microsoft docs:

Do not use the following reserved names for the name of a file:
CON, PRN, AUX, NUL, COM1, COM2, COM3, COM4, COM5, COM6, COM7, COM8, COM9, LPT1, LPT2, LPT3, LPT4, LPT5, LPT6, LPT7, LPT8, and LPT9. Also avoid these names followed immediately by an extension; for example, NUL.txt is not recommended.

Hi, thanks for letting me know this.
"con" is a language id here https://iso639-3.sil.org/code/con
I put all relevant files for each language under its iso id
But I did not know about this naming issue in Windows.
Very interesting, I will think about it, maybe I should use a different naming style for each lang
