Split a staging environment from prod and set up CI/CD accordingly

For now we have testnet and testnet-playground. Once we have testnet partners, we will have to introduce a more stable testnet. Current testnet will become our Ephemera staging environment and there will be a more stable public testnet. We won't control all nodes in that environment, so version co-existance and upgrades will become major concerns.
