Collect instances earlier

Please describe the feature you have in mind and explain what the current shortcomings are?

Collect instancens and change their context (folder path, task, product type/name) before CollectorsOrder - 0.2, or early as CollectorsOrder - 0.49 if possible.

Suggested implementation?

Change order of https://github.com/ynput/ayon-houdini/blob/develop/client/ayon_houdini/plugins/publish/collect_local_render_instances.py to be much earlier and make a research if it breaks something and if it does that what exactly, and can it be changed.
