Description

An additional environment variable, FHEVM_COMMIT_BLOCK_OFFSET, should be introduced to specify the block offset for the late commit.

If FHEVM_COMMIT_BLOCK_OFFSET is set to 0 (the default value), the late commit feature is disabled, and the commit must occur within the same block where the operations were added.
