经测试，发现VPC路由器没有启动，而虚拟机又使用了VPC网络，启动发现一直卡着，也无法进行任务操作。

请提供一下使用的zstack cloud版本，以及vpc网络，等信息

可以通过 zstack-ctl status 获取版本信息，vpc网络配置提供截图或者cli均可
