I've downloaded and extracted the folder into .obsidian/plugins/ folder, but it does not show up under community plugins to activate, even after restart. I'm on Windows. Any ideas? Thanks!

When you say folder what do you mean? The releases haven't been put in a folder - only the source code which won't work.
To install the plugin head over to releases and download the manifest.json, style.css and main.js under the assets section of the most recent release (Alpha v0.61 currently).
Then go to your obsidian plugins directory and create a folder (I named it "Obsidian-GTD-plugin") and place those three files there. Restart Obsidian and it should appear in the community plugins in order to enable it.
