AI Title Optimization: Add track events and new entries

Register new entries for Title Optimization and track the events for generate suggestions and accept.

Proposed changes:

• Add track for generate and accept on Title Optimization.
• Add TitleOptimization on PrePublishPanel.
• Introduce usage of PluginDocumentSettingPanel and insert Proofred and TitleOptimization on it.

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

• WordPress.com Simple releases happen daily.
• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly. The next release is scheduled for May 7, 2024 (scheduled code freeze on May 6, 2024).
