This PR redoes #38855 after it was reverted.

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/social-initial-state/migrate-urls branch.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack update/social-initial-state/migrate-urls

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

• WordPress.com Simple releases happen daily.
• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly. The next release is scheduled for September 3, 2024 (scheduled code freeze on September 2, 2024).

I tested it according to the testing instructions and they work well.

Given that we had to revert this, I would recommend breaking this PR down further per the use cases in the testing instructions specified.

I don't know how easy it's to break down. Perhaps social admin page can be a change of its own, connection management items can be a change of its own and the broken connection can be a change of its own. Or perhaps some other split.

We can return to breaking this PR down at a later point though. I will message on Slack with more details.
