JCore - AVD Alerts v3.0 Initial Release (DRAFT)

Overview/Summary

Full integration with the AMBA based alerts and unhiding of the HostPool based alert criteria within the DesktopVirtualization service area.

This PR fixes/adds/changes/removes

1. Removes Scripts and JSON with previously ported over alerts solution from AVD Accelertor
2. Integrates AMBA based alerts for HostPool (New), VMs and Storage by reading in YAML

Breaking Changes

1. No longer creates alerts for each host pool
2. No longer incorporates host pool capacity related alerts (To be re-added later)
