Overview/Summary

This PR includes the latest changes from ALZ-Monitor repo.

This PR fixes/adds/changes/removes

1. Fixes ARM deployment order.
2. Adds Metadata for DisplayName and Description for parameters in the Policy sets.
3. Adds New Alerts for LB, ERP and AGW.
4. Adds New Alerts to Policy sets Connectivity and Landing zone
5. Includes fixes for VM alerts (Typos)
6. Includes new Build Policies.json
7. Updated scripts
8. Minor documentation updates (in regards to script)
9. Updated parameter file including the parameters for the new alerts
10. Resolved issue importing policies into policy.bicep. Loading with string(loadJsonContent) in stead of loadTextContent. This bypasses the 131072 character limit on loadTextContent.
